Crime and Criminal Tracking Bill, 2015 – Nigerian Senate #CrimeAndCriminalTrackingBill

The #CrimeAndCriminalTrackingBill, 2015, was sponsored by Senator Hope Uzodinma (Imo West).

The #CrimeAndCriminalTrackingBill went for the first reading on the 24th of June, 2015 and second reading on the 3rd of November, ,2015.

The objectives of the #CrimeAndCriminalTrackingBill are to:

I.  Provide for the design, development, installation and management of a robust crime and criminal tracking system for the Nigerian Police; and

II.  Enhance national security through automation of criminal records with biometric identification information for background security checks, crime investigation and prosecution and counter-terrorism.

The implications of the #CrimeAndCriminalTrackingBill.

There shall be:

I.  established a Police Central Criminal Registry (“the Registry”), which shall create and manage an official national criminal history database – Crime and Criminal Tracking System (“the System”);

II.  a separate division within the Nigerian Police Force where the Registry shall operate and be the sole criminal record-keeping entity;

III.  storage of information for the issuance of clearance and character certificate for the purposes of obtaining vehicle & driver’s licenses, collection of DNA samples, travel visas, sale of firearms, admission into universities, etc.,

IV.  the Police Force Headquarters, State Police Commands, Area Commands and all Divisional Police Stations shall be networked and interconnected;

V.  an appointed consultant shall finance, design, develop, install and manage a robust crime and criminal tracking network system on a PPP basis for the Nigerian Police;

VI.  a record of known criminals convicted in Nigeria and abroad in the custody of the Registry;

VII.  online access to all available criminal history information;

VIII.  required for access to criminal records, an application and payment of a prescribed fee;

IX.  a 35-year period of return on investment and management of the project (PPP arrangement) but parties may mutually renew the agreement.

X.  An already selected Consultant mentioned in the Bill to implement this task along with the Nigerian Police Force.

The #CrimeAndCriminalTrackingBill was referred to the Committees on Police Affairs and Justice.
